A Short Introduction To The Philately Of Palestine

The Palestinian Tariff 2012

The following tables list the main postal charges currently in force in the West Bank, effective from 1.05.2012. Previous rates are shown seperately: 1994–2000, 2000–2004, and 2004–2012 (still in force in the Gaza Strip). There are major changes between the current tariff and the previous ones. All information is based on the document "Ministerial decision No. 39/2012" dated 10.04.2012 as provided by Palestinian Ministry of Communications and Information Technology. Only the main charges are listed below, for bulk mail, printed matter, telegrams, fax, mail for the blind (cécogramme) and other miscellaneous charges, please confer the original document.

The main changes include rises of over 30% or more (standard inland letter: 33%, inland postcard: 67%, inland registration 20%, standard airmail letter to Europe: 40%, international registration: 35%), removal of the special tariff for Israel, reduction of some weight bands and removal of the "direct" charges. It should be noted that Israel does still not allow direct mail transfers and all mail (including the inland mail travelling between Westbank and Gaza) is forced to go through Israel where it is subjected to censorship and delays. Previous tariffs listed "direct" charges and stated "service method direct applies now for Arab countries only", but this was never actually applied.

Note that the Palestinian currency 1 Dinar = 1,000 Fils is a virtual currency only: notes and coins used in Palestine are Israeli Shekel (NIS) with 1 NIS = 100 Agorot. The Palestinian Dinar is pegged to the Israeli Shekel: 1 Dinar (1,000 Fils) = 6 NIS. The rate against international currencies varies from day to day of course, roughly 1 Dinar equals 1.20€.
